PHE supplies untreated water to residents, triggers fear of water borne diseases

ITANAGAR, Jul 27: Following disruption of water supply lines in Itanagar and Naharlagun, the department of Public Health Engineering and Water Supply is reportedly supplying untreated water, directly drawn from the rivers to residents in twin city triggering apprehension of outbreak of water borne diseases.
The drinking water being supplied by the department tankers is untreated and not fit for human consumption.
"Water being supplied by the tankers is not fit for consumption" said a resident in Itanagar.
The residents also claimed that department did not even inform them about untreated water being supplied and also did not advise them to be take precautionary measures.
Treated water is supplied from Poma and Nyorch water sources which have been badly damaged in recent flood, forcing the department to go for short route undermining the health concerns of the citizens.
Meanwhile, when contacted Executive Engineer Itanagar Division Tadar Mangku admitted that department is supplying untreated river water to residents.
EE Itanagar Division further added that other than the one at Senki Park, there are no facilities for treatment of water. He further informed that water crisis has hit the twin cities hard after massive disruption of water supply sources.
He said that respective officers and official on duty have been instructed to treat the water before supplying it to residents. He also appealed to the people to boil the water before drinking.
Officials inspects Poma and Borum, sets August 15 as deadline to restore water

ITANAGAR, Jul 27: The top ranking officials of the Govt of Arunachal on Thursday visited Poma and Borum to get firsthand knowledge of progress made in restoration of drinking water supply to Itanagar and Naharlagun.
Due to washing away of water pipeline from Poma and Borum water sources, massive water crisis has hit the state capital.
Principal home secretary Satya Gopal, PHE & WS Commissioner H K Shalla, Chief Engineer PHE & WS Toko Jyoti, Superintendent of Engineer Tayum Tok, Executive Engineer Tadar Mangku, DC Capital Prince Dhawan were part of the entourage that visited both the sites.
At Poma, the team had difficult time in reaching the spot where pipelines have been washed away. They had to undertake dangerous journey as road which leads to the water source has been damaged at multiple places.
The officers were concerned to see the large scale damage caused by the torrential rain and landslide triggered by heavy downpour in the month of June and July.
During the inspection, Principle Secretary (Home) Satya Gopal interacted with officials working at ground and appreciated the efforts made by them to restore water supply.
Based on the input given by PHE official, Principal Secretary fixed August 15 as deadline to completely restore the water supply to capital complex.
Apart from the present line, an alternate pipeline for Naharlagun will be arranged via Papu Nallah through TAH by August 15 so that in case of any disaster, at least one water supply continues to remain in use.
Further, he also informed that state government will keep a fund provision under Revise Estimate (RE) to improve water supply from Poma.
"Right now we have made temporary arrangement of providing water through tanker and lorries and more than 85 vehicles have been deployed in different sectors of Itanagar and Naharlagun. There is no alternative for water supply and a scheme is being prepared and put up this year for making alternate arrangement for Itanagar and Naharlagun," stated Satya Gopal.
He also added that a report will be prepared based on information gathered from field visit to Poma and Borum and will be sent to the govt of India for consideration.
Chief Engineer Toko Jyoti informed that earlier the base of the hanging bridge near Naharlagun helipad was 8 mtrs and now department is trying to take it 20 mtrs deep.

Executive Engineer, Tadar Mangku stated that department is working round the clock to restore the water supply.
He informed that if the weather remains favourable, the department will restore water supply before August 15.
"We understand the problems being faced by the denizens of capital complex. Unfortunately, water supply to both Naharlagun and Itanagar got disrupted at the same time due to heavy rainfall. We have learnt our lesson and will make long term alternative plan to improve drinking water supply for twin capital city," said Executive Engineer.
He also said that local lines in many sectors and colonies have been restored in Naharlagun and Itanagar. The department has deployed around 70 labourers and several heavy machineries at Poma while at Naharlagun, it had deployed around 60 labourers and machineries.
Drowning cases disturbs Pema
ITANAGAR, Jul 27: Chief Minister Pema Khandu has expressed deep concern over the rise in drowning cases in the state, as he directed the district administrations to issue necessary instructions to schools, village heads and common people to avoid going to river banks or nallas.
While appealing the citizens to remain cautious during the monsoon which has already claimed many precious lives, he further asked for strict vigil along the river belt areas.
Expressing deep sorrow over the reported drowning of three JNV class IX students in Siang River on Wednesday, Khandu has asked all the adjoining district administrations to gear up for search operations. He also requested the villagers to help the administration and police to track and locate the missing students.

APCC raps govt on water crisis
ITANAGAR, Jul 27: Arunachal Pradesh Congress Committee (APCC) has criticised state government for not having a concrete plan to mitigate the severe water crisis and disturbed surface communication in the capital region.
It said that educational institutions and hospitals are being supplied unfiltered muddy water which may lead to outbreak of water borne diseases.
The party added that some severely affected localities are buying water from water tanker whereas it is the responsibility of the govt to provide water to those affected areas without any charges.
The party has demanded immediate improvement in water supply and restoration of road communication in the twin city.
The constant water woes, power cuts, deteriorating surface communication, fake recruitment rackets and poor public utilities in the state exposes the false promises made by Prime Minister Narendra Modi and fake pride of BJP, APCC said.
AAPSU submits memorandum to RGU
ITANAGAR, Jul 27: Representatives of All Arunachal Pradesh Students Union (AAPSU) has met the Vice chancellor of Rajiv Gandhi University with a four point memorandum.
The students asked the VC to issue immediate directives to all the colleges affiliated to RGU to initiate admission procedure of all the student's placed under "No more chance" category in the next higher class before July 31.
It further said that according to university norms, a student has 5 years to graduate but due to errors in semester system, a student is made to discontinue before the end of 5 year term. The union asked the RGU authority to rectify the mistakes in the next Academic Council meeting.
The union further said that special exams have to be conducted before the academic council meeting to allow the students to clear exams.
The union further said that there have been repeated instances of gross errors committed by the Examination Cell, RGU. It alleged that the some students have been awarded more than 100 marks while many students have complained of internal marks not being taken into cognizance when the final results are published. There are also instances of many students who appear exams but their final results are not declared, the students alleged. The union further asked the RGU to declare the results on time.
Anini has remotest NCC unit
ANINI, Jul 27: Anini has become the remotest place in India to have a National Cadet Corps (NCC) unit with the inaugural at the Govt higher secondary school.
Commanding Officer, Col. Padmanabhan while the declaring open the newest unit said that every district in Arunachal Pradesh has a NCC unit.

ALSU questions govt on appointment of PS
ITANAGAR, Jul 27: The Arunachal Law Students Union (ALSU) on Thursday asked the state government to explain the necessity of having parliamentary secretaries in the state, informing that various petitions in the High Court have challenged the appointment of Parliamentary Secretaries.
In a representation to the Chief Minister, it argued that the post is in contradiction to Article 164(1A) of the Constitution which provides for limiting the number of ministers in the state cabinets to 15 percent of the total members of the State Legislative Assembly.
ALSU cited Calcutta High Court rule in June 2015 quashing the appointment of 24 Parliamentary Secretaries in West Bengal terming it unconstitutional.
Parliamentary Secretaries holds the rank of Minister of State.
ALSU also drew government's attention to the Arunachal Pradesh Unlawful Activities (Prevention) Act 2014 as it termed it draconian in nature. It appealed the government to repeal the Act.
Traffic wardens to launch 'whistle down' strike
ITANAGAR, Jul 27: Upset over the indifferent attitude of the state government towards their pending demands, the Itanagar traffic wardens (ITW) have decided to launch a 'whistle down' strike on Aug 7 next.
'Despite repeated submission of memorandums to the GoAP and assurance given by Chief Secretary Shakuntala D Gamlin to look into their demands following which ITWs got back to work after 15 days of 'whistle down' strike on Jan 22 last, no steps have been initiated so far to address our genuine demands', claimed the ITW in a release on Thursday.
It further appealed to the state government to create more posts to absorb all the 200 trained traffic wardens in the Home department.
'Currently, 200 ITWs are engaged in traffic control in the Capital Complex. Though the GoAP has already approved 56 posts of traffic police the number of posts is insufficient for the 200 traffic wardens therefore, we demand the state govt. to create more posts to absorb all the 200 trained traffic wardens in the Home department', stated the ITW.
GAF seeks Lokayukta Act, CM’s public darbar
ITANAGAR, Jul 27: Green Arunachal Foundation (GAF) has sought the implementation of Lokayukta Act by the state government.
“The Lokayukta is an instrument that has been designed to safeguard the people by checking corrupt practices. The Act covers public servants, and even the political classes, including members of the council of ministers, within its purview. Need to have alternate arrangement for uninterrupted water supply: CS
ITANAGAR, Jul 27: State Chief Secretary, Shakuntala Gamlin has stressed the need for having an alternate arrangement to ensure uninterrupted water supply to the Capital Complex especially, during monsoon every year.
She was addressing a meeting convened at the Chief Secretary's conference hall here on Wednesday last, to address the prevailing issue of acute water scarcity which has hit the twin Capital cities of Itanagar and Naharlagun following extensive damages caused to the water supply system.
While instructing the department of PH&WS to explore the possibility of constructing
pipelines underneath the river-
Earlier, Commissioner (PH &WS) informed that intensive damages have occurred to water pipelines in both Itanagar and Naharlagun in various areas. Both the head sources for water supply at Nyorch and Poma are also extensively damaged from the landslides caused by the heavy rains. He mentioned that at Naharlagun entire pipelines were damaged since the hanging bridge across the river near Borum village, Naharlagun was damaged and washed off by the flood. The restoration work would take about six to nine months and more, he informed.
Further, during the meeting which was attended by Principal Secretary (Home), Satya Gopal, Commissioner (PH&WS) HK Shalla, Commissioner (Health & FW) KalingTayeng, Commissioner(Education) Hage Kojeen, Capital Complex, Itanagar Deputy Commissioner, Prince Dhawan and State Epidemiologist, DHS,Naharlagun, Dr. L Jampa, the departments of PH&WS and Health & FW decided to undertake immediate preventive measures at the earliest.
Meanwhile, it was decided that water supply should be ensured to the places viz. Hospitals (TRIHMS &RKMH), Heliport, Railway Station, Secretariat, Raj Bhawan, Niti Vihar and all vital installations including educational institutions. The department of PH&WS and Health & FW were also asked to ensure that tankers carrying water in containers should be cleaned and sanitized with chlorine each day before supplying to the households.

Challenges of Hepatitis in the North East

The World Hepatitis Day is observed yearly on 28th July, an initiative by World Health Organisation (WHO) to create awareness about hepatitis, a silent killer disease.Every year hepatitis kills about 1.34 million people worldwide. The Global Burden of Disease report estimated that about 325 million people are living with chronic hepatitis B (HBV) and hepatitis C (HCV) infections. In the year 2015 it was estimated that around 71 million people are living with hepatitis C worldwide and 1.75 million new cases was recorded. Meanwhile, World Health Organization (WHO) reported highest prevalence of hepatitis E (HEV) in the East and South Asia region which accounts for 60% of global incidence and 65% of global deaths.

that around 40 million people are living with chronic hepatitis B and around 6-
In a study conducted by Guwahati Medical College and Hospital (GMCH), Regional Medical Research, North east region (RMRNE) and Indian Council of Medical Research (ICMR), Northeast India has the highest cases of Hepatitis in the country. The study shows that Arunachal Pradesh and Assam account for the highest incidence of hepatitis B. Also, the study indicates high incidence of hepatitis C in Nagaland, Manipur and Mizoram. There is a rapid increase of hepatitis cases in the northeast India which is influenced by low awareness, chronic alcohol consumption, high risk behaviour (such as multiple sex partner), illegal drugs, HIV infection, trafficking, gene influx and anthropological migrations in the past. Incidence of hepatitis E in Meghalaya has been reported by microbiologists at Integrated Disease Surveillance Programme (IDSP).The cause was attributed to stream water contamination with HEV in the rainy season and lack of hygienic practices.
Hepatitis is inflammation of the liver. Viral hepatitis is caused by Hepatitis A (HAV), B (HBV), C (HCV), D (HDV) and E (HEV). Hepatitis can also be caused by chronic alcohol consumption and autoimmune diseases. Viral hepatitis is transmitted to humans through blood and body fluids (Hepatitis B,C, and D); and contaminated food and water (Hepatitis A and E).
The risk factors for blood borne hepatitis are predominantly,sharing infected syringes and needles, transfusion of infected blood and unprotected intercourse. It can also be transmitted from an infected mother to her baby. Hepatitis D virus is very unique as compared to other hepatitis viruses as it can only infect a host in presence of hepatitis B virus. Water borne hepatitis viruses comprises of HAV and HEV. The viruses HAV and HEV are transferred fecal contamination of water and food. It is estimated that annually there are 1.4 million cases of HAV worldwide and is common among young adults.Hepatitis E is the most important cause of epidemic hepatitis among children which is mostly attributed to acute liver failure diagnosis.

During the 2016 World Hepatitis Day, WHO informed that to strategically tackle the hepatitis viruses in India there is requirement of adequate epidemiological evidence based data and India needs better detection and prevention facilities. Often the available data are based on the blood bank screening which may not reflect the actual prevalence of hepatitis in the country. Despite being a huge disease burden for India,it is deprived of the attention it deserves.Viral hepatitis is largely preventable. It can prevented through routine immunization (Hepatitis B), proper Water Sanitation and Hygiene(WASH) practices and avoiding high risk behaviour. Elimination of hepatitis therefore warrants inter sectoral coordination, stakeholder accountability, public awareness, strengthening of surveillance, screening and testing facilties. Drowning incidents rising at alarming rate
Reports of people getting drowned in river are pouring in from various parts of the state. Several people especially young students and villagers have been drowned while bathing and fishing in the rivers. Three students were drowned on Wednesday afternoon at Geku in Upper Siang district when they were swimming in river Siang. In another incident a villager of Basernello under Papum Pare district was drowned from Papum River when he went for fishing in the said river. With each passing year the nature of rivers are rapidly changing due to climate change. The unpredictable weather condition makes it extremely danger to venture into rivers during monsoon season.
Therefore there is need to carry out awareness campaign at large scale to educate and inform citizen about danger of visiting river during monsoon. The authorities should target schools and villages to create awareness. District administration should take the help of SDRF and NDRF to carry out the awareness campaigns. The schools also need to take initiative in this regard. Strict instructions should be passed to the students asking them to avoid visiting river during monsoon. Also it is good to hear that Chief Minister Pema Khandu is personally worried about the growing case of drowning and is taking initiative from his side to stop such tragic incidents.

Non availability of text books
Dear Editor,
Non availability and non supply of text books in school or even in the market in remote places like Yingkiong & Tuting is a cause of concern for the poor parents.
We are finding it hard to purchase the books from Pasighat & Guwahati and some subjects cannot be found there too.
Therefore, I humbly appeal the school authority to look into the matter to enable the students to get the text book on time.

Repair roads
Dear Editor,
Through your esteemed daily, I would like to draw the attention of government regarding conditions of road connecting Panch ali, Mowb 2 and Lobi in Itanagar.
This road has been badly damaged this monsoon but till date it has not repaired.
The public residing in this area are confused as to who will repair this road. The road has been damaged so badly that cars cannot move and the surface has become uneven due to which our cars are badly damaged.

Dear Editor,
Since the advertisement of the Agriculture Development Officer examination by APPSC, the unemployed agriculture graduates have been appealing to the Directorate of Agriculture, Naharlagun for the addition of posts.
This was moved considering the last recruitment held in 2011 and the number unemployed

But the number is yet to be increased.
So, I would like to request the Department to enhance the number soon before the declaration of the result of written examination.
